Changes:
Corrected $$\sigma_b$$ to use $$b$$ and not $$\left|b\right|$$ (Section 3).
Corrected the anisotropy design matrix in (Section 8). The last 2 elements of row 6 were incorrectly labeled as $$P_{3,3}$$ and $$P_{3,1}$$. They have now been corrected to $$P_{2,2}$$ and $$P_{2,1}$$, respectively.
Added Added $$S$$, $$S'$$, and $$p_{\chi^2}$$, measures of the quality of the Arai plot best-fit line that can be used as a statistical test (Section 3).
