During a substorm at Ft. Churchill a rocket-borne electrometer measured a periodic fluctuation in the ionospheric electric field at an altitude of ~240 km. The observed magnitude of the fluctuation was ~30 mv/m, and there are some indications that it represented a transverse wave. The area in which the phenomenon occurred was sharply bounded in altitude.
