Scarf, F.L. and Sanders, N.L. (1976). Some comments on the whistler mode instability at Jupiter. Journal of Geophysical Research 81: doi: 10.1029/JA081i010p01787. issn: 0148-0227.

The possibility that Ee>21 MeV electrons at Jupiter interact resonantly with obliquely propagating whistler mode waves is considered. The Pioneer 10 and 11 data points of Van Allen et al. [1975> are used to deduce the equatorial pitch angle distributions, and it is shown that near L?7 the distribution is 'hat shaped,' with a form that is similar to that found within the plasmasphere of earth.
