Low-latitude whistler observations at Sugadaira (geomagnetic latitude 26¿N) are compared with the cloud distribution in the conjugate hemisphere obesrved by weather-watching satellites. The occurrence frequency of whistlers is found to be high when the cloud is in the southwest sector of the conjugate point and lies within a distance of ~500 km.
