The garden hose overstability is shown to be activated in the plasma sheet following an enhanced merging in the magnetotail. The resulting unstable Alfv¿n waves are proposed as a source of the Pi C irregular pulsations that are observed on the ground in close correlation with electron precipitation pulsations during substorms.
