For a low-&bgr; plasma the growth of low-frequency waves is analyzed when the plasma flow transverse to the magnetic field is sheared (∇⋅E≠0). A comparison is made with recent observations by Kelley and Carlson (1976) of electrostatic turbulence in the vicinity of auroral arcs.
