Recent results, on two different time scales, of the influence of solar polar coronal holes on the galactic cosmic ray intensity appear on the surface to be inconsistent. We show, in the context of present knowledge of the effects of of high-speed solar wind streams on energetic particles, that the results are indeed mutally consistent and they support the view that coronal holes are influential in determining the three-dimensional modulation of galactic cosmic rays in the solar system.
