The distribution of surface tension in the New York was calculated from oil drop spreading measurments at sea. Reductions in surface tensions of greater than 30% (<50.9 dyn/cm) of that calculated for clean seawater were associated with sewage sludge dumping and urban waste discharges. The potential role of surface films as an agent in the transport of metallic and lipophilic pollutants is briefly discussed.
