Low-frequency ( f≲1 Hz) stratospheric electrical noise is occasionally observed by balloon-borne sensors. The phenomenon occurs 1-3% of the time, with maximum incidence during the morning hours. It appears to be related to fluctuations of the electrical conductivity of the medium around the balloons, produced by air turbulence due to wind shear and/or gravity waves.
