The Tower Ocean Wave and Radar Dependence Experiment (TOWARD) was conceived to provide an experimental data base to resolve the disparity among the different synthetic aperture radar (SAR) imaging theories of the ocean surface. This goal has been achieved through publication of two collections of scientific papers of which the second is part of this issue.
