An explicit analytic expression for the lateral-wave contribution to the low-altitude radar propagation factor is calculated. The effect of lateral electromagnetic surface waves on low-altitude radar propagation over both sea water and fresh water is discussed. It is shown that significant modifications to radar propagation can be attributed to lateral waves.
