Travel times from the East Coast Onshore-Offshore Experiment suggest that the P velocity of the upper mantle under the margin of the east coast may be constant or decrease slightly with depth down to about 70 km where there is a rapid increase in velocity to about 8.5 to 8.6 km/sec.
