A pronounced permeability (k) scale effect has been previously observed through the analyses of single-and cross-hole pneumatic injection tests in unsaturated fractured tuff at the Apache Leap Research Site (ALRS) <Illman and Neuman, 2001, 2003; Vesselinov et al., 2001a, 2001b>. Here, we investigate whether such an effect is seen at the ALRS when one examines k data collected at multiple measurement scales within a single borehole. Results from single-hole tests in 3 of 4 boreholes show that k increases with scale. However, this increase is considerably smaller than what has been previously surmised at the site. Data analysis reveals that flow is predominantly two-dimensional (2D) for the single-hole tests examined, and upscaling can be accomplished best by calculating a weighted arithmetic mean of individual measurements. The suppression of k scale effect within a single borehole is due to limited fracture connectivity near the injection interval which manifests as 2D flow. In contrast, flow during a cross-hole test takes place through a highly connective fracture network which manifests as three-dimensional (3D) flow.
