Ground-based spectroscopic observations of the cold Io torus made before, during and after the Voyager 1 encounter are compared to the published spacecraft data. During the encounter itself neither sodium nor sulfur emissons are detected. The implications of this finding for the injection and transport of plasma are assessed.
