A controversial recommendation by the U.S. Department of Commerce's Inspector General (IG) to tighten controls on deemed exports used in the course of university research has prompted more than 300 comments. The comments to the Advance Notice of Proposed Rulemaking, RIN 0694-AD29, Revision and Clarification of Deemed Export Related Regulatory Requirements, were posted to the department's Bureau of Industry and Security (BIS) Web site (httpc//www.bis.doc.gov) on 11 August. A March 2004 IG report that preceded the revision and clarification notes that, according to the BIS-administered Export Administration Regulations, any release to a foreign national of technology or software subject to the regulations is deemed to be an export to the home country of the foreign national. |
