Anomalous cross-field diffusion of magnetosheath ions and electrons is a direct consequence of cyclotron-resonant scattering by electrostatic and electromagnetic emissions which are continuously present within the magnetopause boundary layer. Expressions for the rate of cross-field diffusion involving either type of wave are developed and expressed in terms of the absolute upper limit referred to as Bohm diffusion. For the typical average intensity of waves observed in the boundary layer, resonant electron cross-field diffusion is always insignificant. However, magnetosheath ions, resonant with low frequency electrostatic waves, may be transported inward at a rate approaching one tenth the Bohm rate (D⊥ ⊥≈103 km2/s). While this is not the only mechanism capable of explaining the presence of the low latitude boundary layer it is adequate to account for the typical boundary layer thickness and it should occur at all local times and under all interplanetary conditions. It consequently provides a continuous mechanism for significant mass and momentum transfer across the magnetopause under conditions when field merging is inoperative.
