We present here a theory of the emission of electrostatic bursts along with the whistler waves observed recently in the Earth's outer magnetosphere. We show that these electrostatic bursts are due to a high frequency plasma instability which occurs because of a new mode coupling effect in plasma turbulence (plasma maser). The theory agrees with the observations in the space.
