It has been pointed out by several authors that constituent diffusivities associated with breaking gravity waves vary dramatically with the wave saturation amplitude. This variation introduces an uncertainty for the value to be used for diffusivity. In principle, this particular uncertainty may be avoided if an appropriate time average is used and the corresponding wave statistics are known. A simple hypothesis is put forward regarding what average is appropriate. A limitation is that turbulence scales be less than constituent scales.
